Building new plants is ruled by land-use and construction laws and also the Law of Environmental Impact Assessment for the bigger plants.
The Water Act influences the use of water and building water surroundings. The energy industry is also governed by the Waste Act.
For the energy industry, as a part of selling products, there are cleaner fluegas, CO₂ trade free or maximum percentage of CO₂ trade free electricity and useful by-products: ashes (besides of main products electricity and heat).
